In a prepared statement, the gay and lesbian health providers said, "No state in this nation is able to offer those tested for HTLV-3_antibodies protection from legal release of their names. The group added, "Since such protection cannot be granted, all testing. must be done on an anonymous basis or not at all.
Besides the legal questions, many of the gay and lesbian leaders expressed doubt over the rationale. that when people know their test results they are more likely to practice safe sex. The Conference statement noted, "There is no proven correlation between knowing antibody status and changing behavior." The statement adds, "Therefore, we are op posed to diverting resources from basic education efforts and counseling programs already proven effective in changing at-risk individuals' behavior toward a mass testing program.

Several New York State AIDS activists issued their own statement at the Conference, warning that "With no treatment or cure for antibody positive individuals, mass screening is an incremental step toward a public policy of quarantine."
At the meeting, Buck Harris, the Gay Health Consultant for the Ohio Department of Health, said, "To make a national recommendation about mass testing is shortsighted considering states have no safeguards against its abuse.

Tom Konkoly, who has a degree in psychology, is in a graduate degree program in communication. A member of the Unitarian Universalists for Lesbian and Gay Concerns, he is co-facilitator for Gayla VIII, a gay men's retreat in Maine.

He has taught courses and presented workshops and symposia relating to various aspects of human sexuality. His training includes group process, organizational development, and counselling. He has designed and coordi nated the Gay Men's Conference at Ferry Beach, Maine. Tori Shepherd, a psychiatric social worker at a local mental health center, is currently in the Gestalt Institute of Cleveland's PostGraduate Training Program. in a Community Mental Health Technology program. A member of the National Association of Lesbian and Gay Alcoholism Professionals, he has worked in the alcoholism field for four years and is an educational consultant at the Regional Council on Alcoholism specializing in gays and alcoholism. Since 1975 he has been involved with the Ohio Teenage Institute for the Prevention Alcohol and other Drug Abuse, coordinating the Institute program in Cuyahoga, Geauga, Lake, and Lorain counties.
Martha Webb is a Certified Alcoholism Counselor and a member of the National Association of Lesbian and Gay Alcoholism Professionals. Director of Staff Development for a local chemical dependency hospital, she also has à private practice and is in the Gestalt Institute of Cleveland's PostGraduate Training Program. She was a member of Oven Productions for four years and is currently a member of a women's land collective. She has special skills in program development, training, group therapy, and wilderness camping.
